so the capture side of your device is not working when its used in the
way that JACK does. i assume that it works when you stop JACK and run
Pulse + Skype? If so, send the output of these commands run *while*
Pulse+Skype are running:

cat /proc/asound/card0/pcm0c/sub0/hw_params
cat /proc/asound/card0/pcm0c/sub0/sw_params
cat /proc/asound/card0/pcm0p/sub0/hw_params
cat /proc/asound/card0/pcm0p/sub0/sw_params
