limit booking with quota

Hi
I have been using the booking system for over a year, I am very happy 
about it.

I am using for a university site where admin staff were booking about 20 
rooms.

We want now to give students the option to book themselves, but WITH A 
QUOTA.

ie: We would want to limit the bookings to 2 to 4 hour slots totalling 
20 hours per week.

has anyone done this?
