I'm not sure we talk about the same thing.
"automatically remove the extra line breaks that people add in between paragraphs" is something feature_wiki_paragraph_formatting does.
feature_wiki_paragraph_formatting_add_br is about respecting line-breaks within paragraphs.
For the record, I also always activate feature_wiki_paragraph_formatting_add_br where feature_wiki_paragraph_formatting is activated.
