Try using the same jcl to receive some other PTF.

If that works, it isn't the jcl.

Is the PTF you received in a card-image dataset (or inline in the jcl)?

Try removing the comments from it.

Try a copy of the ptf which only has the ++MOD element in it, or the
++ZAP element or the ++MACUPD element, to see if the syntax problem is in
one of the other elements.  obviously if a dummy ptf is then received ok,
you'll need to reject it again.
