You can define "ghosts" these are items that have a BOM that have no other purpose. They are used as subassembly shortcuts and you can include them other BOMs to represent the whole subassembly. You can have several items for labour, perhaps, Joe and Jane and have a quantity of each in the BOM at different work centres.
