Seems fine, but for one thing: the <licence /> element (note: British
spelling) is used to indicate WHICH of the existing components contains
the licensing information that applies to all of the components of the
package. I suspect you should have:

 <licence tarname="make-%-mingw32-doc.tar" />

in there.
