Rather than defining a list of keywords that needs to be maintained you
could just accept those not matching STATUS_KEYWORDS as CMS_KEYWORDS but
use a different variable such as KEYWORD.  Then we just beat the poor
guy over the head that puts something stupid in.  I.E. is it really
imperative to declare a known set of CMS_KEYWORDS?
