libintl builtin relocation patch for 0.18.1.1

Hi,

FYI

I uploaded a new patch for gettext 0.18.1.1-2 for mingw32.
The patch adds automatic relocation support for executables to 
libintl-8.dll, like I also did for gettext 0.17-1.

I still find it a pity that this functionality is not by default part of 
mingw32 libintl.
