This refers to a file called 'jira-home.lock' in the 'Application
Data\JIRA' folder. Basically, look for the folder that includes the plugins
directory, find the 'jira-home.lock' file, and delete it.

This file is used to detect two running instances on the same system
install. Once you delete this, restart. You'll be fine at that point.

Also, always run the shutdown.bat script to shutdown, instead of just
killing startup.bat.
