Win32 Installers

Hi There,

I've noticed you don't have any Win32 installers for
the KDE-Cygwin project. If you think it would help, I
can knock together a Windows Installer (msi) file to
install KDE on Windows, with options to use KDE as the
default windows shell over explorer etc.
