[trac] add component "proto"

If I'm able to add a component to Boost's trac, I don't know how. We 
need a component for Proto. Owner: eric_niebler/Eric Niebler. 
Description is below:

"Expression template library and compiler construction toolkit for 
domain-specific embedded languages."
