Well, there are several mpeg2 encoders out there.
I'm actually using hcenc which runs flawlessly under wine (I know, it's not free as in freedom, it's 
just free as in free beer) because it's quite simple and it creates well looking video streams and 
further the author aims to DVD-compliancy.
I know ffmpeg project provides the widest support for any video manipulating need, it's a swiss army 
knife for video conversion. Avidemux includes it as an encoding engine and I used it some time ago.
There is also an mpeg2enc encoder into mjpegtools, also used by avidemux for mpeg2 encoding.

Now, I'm just curious. Are there other free/open encoders out there?
Which one is the fastest? Which one provides the best video  quality? Do they create valid mpeg2 
streams (with respect to DVD compliancy)? Do they behave the same with any video content (live/anime)?

I mean, this is a wide, deep comparison which would require a couple of months for a `normal' user 
to run (maybe more). Many times in the past few years I saw this kind of test for mp3/vorbis/aac 
encoders, so I'm just wondering why nobody did this with mpeg2.

...Or maybe I'm the only one raising stupid questions...  ;-)
