[RFC] List changed conffiles

Hi,

attached is a patch we intend to use in OpenWrt.

The patch implements a new command "list-changed-conffiles" which prints 
all configuration files whose checksums differ from whats in the package 
meta data. This is useful to build a file list which is then fed to tar 
to generate a configuration backup archive.

Do you think it can be committed as-is?
