Yes, things like that. But I am not familiar with the Python C embedding
API. You will have to read documentation, for example:

No, this is mainly about auto-generating bindings for GObject-based
libraries. But the Python API is not GObject-based. I guess the best way
is to look at the Lua bindings in 'lua.vapi'.
