Can anyone shed light on what this is and how to use it ?

We were just bought by another company. After 10 years of 4-5 GB mail 
files where everyone kept everything we are starting a policy of deleting 
all mail over 365 days old on a daily basis. If they want to keep it then 
put it where it belongs on a file server where others can get to it if you 
leave. Users will not be allowed to make copies or burn old mail to disk. 
The next step is to ensure local replicas do the same thing. I need to 
prevent them from not accepting deletions and make sure the user cant 
change the settings. 

I was hoping this form would do the trick but can not find anything on it 
in the knowledge base.
