Originally when I pressed one to accept the call, the call was immediately dropped. I added ";dtmfmethod=rfc2833" to the end of my in_line statement, and it is working correctly.
I wrote up a guide for setting up Yate Server for making and receiving Google Voice calls since I couldn't find any other instructions out there:

DTMF to go out on Google Voice no matter what dtmfmethod I had set in
yjinglechan.conf (or regexroute.conf).
I know Yate is seeing the DTMF because when I turned on debugging for
pbxassist. I tried putting pbxassist in passthrough mode (***) but this
did not help.
