Is jurabib fully customizable?

Hi,

I just discovered the \footcite function of jurabib, and thought It
would be very useful for the composition of my memoir. So I would like
to know if jurabib could be configured to output a bibliography
identical to this one :

http://openteam.free.fr/Temp/Model.pdf

I red the documentation of jurabib package but I couln't manage to
obtain all my bibliographical requirements...

Has jurabib some limitations?

If you have a problem, please provide a complete minimal example document (with a small bibliography
database), which runs out of he box without any superfluous packages loaded, otherwise we could not help.
