There is no way to do automated downgrades. The environment upgrade  
process is a one-way procedure. I don't think there have been any non- 
BC schema changes lately, but you will have to manually alter the  
database_version in the system table.

As for the install, make sure you remove both the Trac egg for 0.11,  
and the trac-admin and tracd scripts. Reinstalling 0.10 should then  
work.
