[Trac] Upgrading Trac from 0.9.4 to 0.11

Hello,

I took a look at trac guide, but i have some questions about this
upgrading.

Can I upgrade trac from 0.9.4 to 0.11 without do the upgrade to 0.10?

I'm using python 2.3.

About the installed plugins, Do they will work?
