I agree. I have posted changes which are a superset of yours that move all of the functionality from trac-admin (just leaving the user interface) to another file. The idea is that different user interfaces or scripts can access the administration functions without having to call trac-admin. I plan on doing a little bit of cleanup on my changes and maybe even write a GUI version of trac-admin. Before I do that, I'll take a look at your patch to make sure that what I provide won't prevent you from doing what you're doing now.
