I've briefly tested this. I put the short bits on the topmost track, with some 
effect below one of them. The main track is the second track. Now, you have 
to put the transitions on the edits of the short bits. The effect must extend 
past the end of the short bit so that it lasts until the transition is over. 
In order to put a transition on the end of the last short bit, you have to 
put some footage to the right of it. If you mute it (turn on Mute in the View 
menu), it won't appear.
