css plugin - patch for css naked day

Hello,

yesterday was CSS naked day for 24 hours. No, that's nothing ugly or inmoral.
This is a initiative to show a webpage without styles.
The goal is to promote webstandards.

The plugin disables css between April 9th and April 10th.
