As for using common GTK installations my build will work with the latest 2.14.7a installer from Pidgin installed in the Path. It removes the need for the following dlls from my package:
libatk-1.0-0.dll
libcairo-2.dll
libgdk_pixbuff-2.0-0.dll
libgdk-win32-2.0-0.dll
libgio-2.0-0.dll
libglib-2.0-0.dll
libgmodule-2.0-0.dll
libgobject-2.0-0.dll
libgthread-2.0-0.dll
libgtk-win32-2.0-0.dll
libpango-1.0-0.dll
libpangocairo-1.0-0.dll
libpangowin32-1.0-0.dll
libpng12-0.dll
zlib1.dll
I'll need to tweak a couple of my packages I used to build but libiconv-2.dll and libintl-8.dll can be removed as well and the iconv.dll and intl.dll from the gtk install could then be used. That would reduce my package to the following dlls:
libaspell-15.dll
libenchant-1.dll
libgnurx-0.dll
libpcre-0.dll
libxml2-2.dll

My build works on everything I've tried it on. I dev on Windows 2000 though I've also tested it under XP, Vista and 7. As for plugins htmlbar and infbrowser have issues that need to be fixed before all the features will work correctly but about, entities and snippets all seem to work as they should. This build includes the htmlbar, infbrowser, entities, snippets and about plugins as well as aspell 0.60.6 and the en dictionary.

I cannot test the running application. Will need to examine this
further. But bf builds and I don't see any complaints from it about the
plugins when starting.
If eberything is running I guess, the next step would be to test, how to
build and run bf using the common Gtk-installations (also used by e.g.
pidgin, gimp-win, ...).
