pyblosxom doesn't seem to manage utf-8 with french language

Hi everyone,

I have filled the #2781177 bug.

I'm using the following configuration :

py["blog_encoding"] = "utf-8"
py["locale"] = "fr_FR.UTF-8"

When executing pyblosxom :

UnicodeDecodeError: 'ascii' codec can't decode byte 0xc3 in position 60:
ordinal not in range(128)

It seems to be a utf-8 issue because my entry file contains utf-8
special french characters.
