bug or feature - dw headline insertion

I'm seeing a strange behaviour difference between DW on IE8 and 
Firefox.  Using IE8, if I'm typing along in the editor, make a few blank 
lines, and then insert a headline, the headline gets inserted  at the 
end of the text, not after the blank lines.  If I do the same thing in 
Firefox, the headline gets inserted after the blank lines where I would 
imagine it should... bug, or feature?

IE8:

hello world
<blank>
<blank>
<hit insert headline> -- goes after "hello world"

FireFox::

hello world
<blank>
<blank>
<hit insert headline> -- gets inserted right here.
