Two-phase name lookup and ATL/WTL

Hi, I guess UPDATE_UI_MAP and DLGRESIZE_MAP somewhat depend on
non-conforming VC++.
Assume CMainDialog is a class template.
DLSZ_SIZE_X could not be found if VC++ were conforming.

I want to know whether or not ATL/WTL depends on such broken behavior
of VC++.
