Little semantics here ... leg muscles can develop a maximum power rating, call it X watts. 

A sprinter who weighs in at 100-kg will have more of this than a 60-kg climber. 

The system that delivers power can't deliver more than X watts.

Shorter cranks may deliver more power than longer ones, but neither delivers more than X watts.
