[Serna] No Elements in Element Selection List for Doc Created from Template

I have templates for specialized DITA topics. When I create a new topic
using one of these templates, the new doc opens in the editor. At that
point, when I do "ctrl+enter" to get a list of elements to insert, the list
is empty. 

If I save and close the document and re-open it then everything works as
expected and I get the appropriate element list.

Is this a problem with my template or a bug in Serna?

I'm currently running Syntext Serna v3.4.0 - 20070702.14873 on OS X.
