RDA rules availability

Hi -

Help please, my memory of ALA last summer has faded.  I attended a
session (several really) about RDA. It seems to me in one of them we
were told that the RDA rules would be available at no charge BUT to get
the comparison of AACR2, the bookmarking, workflows, etc. you'd have to
buy the online version (now called RDA Toolkit).

Does anyone else remember this? Or am I mistaking it? I can't recall if
it was the RDA rules or the schemas or just definitions...

(I'm too young for my memory to be this bad)
