500 notes, in order of importance

Greetings from a newish copy cataloger. I seem to be challenged by the
appropriate order of 500 notes in a record and the AACR2 rule 1.7B for notes
does not clearly (in my humble opinion) state note order. I've searched the
AUTOCAT archive, but didn't find any hints of where to go to get a clearer
idea of 500 note organization, or even more examples than those provided in
the manual. Does anyone know of a good web resource for something like this?
For example, I'd like to add quoted notes from the cover, the T.p. verso,
and the back cover.
A comprehensive list or link or "cheat sheet" would really help me out.
