I think the first thing you need to try is installing PHP / MySQL on that platform. That's probably your biggest hurdle there. It seems that it is possible as there are a number of tutorials. Try Googling "php 5 iis6". That will get you through the PHP part. The MySQL install can we done with the Windows installer. Then you'll need to configure PHP to work with MySQL. Once you've got that working, try installing Drupal. Googling "IIS Drupal" returns results suggesting that this is possible, but that you will have to implement clean URLs in a different manner. The best way to find out if this works is to try it. Perhaps you want to experiment on a test machine first.
