Fix bug 965 "Text box tags take effect sooner than they used to"
Technically this is re-introducing a cosmetic bug that tmc fixed in revision 4586
Text box tags (and NPC one-time-use tags) need to be activated immediately, but
until 4586 NPC visibility was not updated until later.
This fix reintroduces that old behavior, but in a slightly cleaner way than before,
and (hopefully!) without losing any of the other bugfixes from 4586
