what is the aim or reason to have this experimental submission protocol?

after experimental, we move it to standarad track?

based on my understanding to the last ietf conlcusion, we propose no downgrade solution, so the downgrade
document will be dropped rather than being revised.

We revise the downgrade spec for the usage of POP/IMAP case or other cases?
