I propose that we form a small e-mail working sub-group of people
interested this issue, rather than spend the limited time in Oslo.  The
Oslo meeting should just mention the existance of the sub-group and the
mailing list for it.

This is too complex and too important of an issue to be tossed into the
agenda and made to compete with the other issues already in the agenda.

I will oppose any "quick and dirty" proposal for LANGUAGE.  We have to do
this right, and doing it right requires careful consideration from all of
us.

We need to consider localization, internationalization, and
mulilingualization; and from these draw up a list of desired
functionalties.  Among other things, we need to establish a transition
mechanism from ASCII and charsets to pure UTF-8.

I have no problem with a separate face-to-face meeting of people
interested in LANGUAGE at Oslo.
