I think it is worth mentioning this in the draft, as a clarification 
for the response not indicating which capabilities were/will be 
enabled.  It'll save readers wondering about it.

This also is worth mentioning in the draft.

In the case of CONDSTORE, the server could internally enable it right 
away; it just won't have any effect until after a mailbox is 
selected, which can't be until after authentication.
