Re: LDUP WG Meeting Agenda

The ldup protocol draft is about to expire, but beyond some editorial work,
it should be ready for last call when the others go.  I was waiting to make
sure we didn't do anything in InfoMod or MRM that required changes.  I'll
get this out once the conference is over.

Changes required:
- cleaning up reference section
- add previos authors as significant contributor
- delete empty ASN.1 appendix.  All operations and responses are defined in
the main document.
- change intended category to Experimental
