Political, social or value judgements

At the meeting last week, we were told that content feature tags may
not contain political, social or value judgement. What is the reason
for this restriction? What does it mean? Does it mean that PICS
<http://www.w3.org/PICS/> values, which often contain political,
social or value judgement, are not allowed? If so, why?
