I prefer this alternative. KISS. Logically, setting the DF bit is not an 
allocation attribute so it looks like a hack to save one round trip. Not a 
good enough reason IMHO.

BTW, instead of SET-DF perhaps DONT-FRAGMENT would be more appropriate.
