Lots of people seem to be disinterested in working on problem 
statements, requirements documents, framework documents, or whatnot, 
yet somehow those often end up in the charters of a lot of WGs.

Apply the same techniques, if the IESG feels writing roadmap documents 
is useful.  If the IESG doesn't, at least the roadmap version of the 
ISD is out.
