That may well be the case, but as an individual in this situation is 
only likely to have an urgent need to deal with single-source agencies, 
the fewer of these the better. Would you prefer just the passport agency 
(to pick one from the hat), or them *plus* also DVLC, Inland Revenue, 
benefits Agency, County Council... etc etc.
