what about using 'check_nt!"CPULOAD -l 5,80,90"' in your service check?

The following should work:

define service {
        host_name                       frame
        service_description             LOAD
        check_command                   check_nt!"CPULOAD -l 5,80,90"
        use                             generic-service
}
