And we have already discussed this on the list, but I can't find it ATM. The problem is that, when "fmtutil-sys --all" is called, latex.fmt is created fine, but it is still in the temporary directory when jadetex.fmt is to be created, and therefore not found. I think the solution is to add the temporary format build directory to TEXINPUTS in fmtutil.
