Only madwifi driver interface is doing this and it is done because that
was the way the driver author designed it. I do not know the details,
but I would assume this was done to make sure the interface parameters
are configured in a state where changes cannot cause problems. I do not
know whether this is strictly speaking required with the current driver
version.

Yes, this is driver-specific. Host AP driver interface in hostapd does
not do this.
