I downloaded
ftp.kernel.org/pub/linux/kernel/v2.6/testing/linux-2.6.24-rc6.tar.bz2
just now, and found there still exists the definition of TEMPFS_MAGIC in
mm/shmem.c.

I am afraid you've got wrong file.
