Hi Donn.

The test target to make is a GNU requirement that we know is broken in
Hamlib.  As we're not a GNU project, such support is optional.

We would rather hear about how it works with your actual radio, so go
ahead and do 'make install' and then run ldconfig.  You should be able
to run rigctl.  The README.betatester and README.developer files should
answer most questions.
