Yes.

eg. with dd ?

No, but you can use tar.

Issues:
   1.  /boot/grub/grub.config would need to be updated
   2.  Network config files need to be updated
   3.  /etc/fstab needs to be updated
   4   The kernel must have the driver for the destination system built in.
