Crec que se m'escapa alguna cosa perquè he revisat tots els fitxers que m'has dit i tots son correctes segosn el que m'has indicat, però el locale no ha canviat:

A Sistema>Configuració>Suport Idioma hi he seleccionat ca_ES, es a dir Catala (Spain), però la instrucció locale segueix dient el mateix ca_AD sense l'UTF-8
