bogofilter-1.1.3 - new stable release

Bogofilter v1.1.3 has been promoted from 'current' to 'stable' status.
It has several fixes of significance.  

A flaw in the parsing of message ids was causing a buffer underrun
segfault on x86_64 machines.

A flaw in the flex code underlying the parser was causing a buffer
overrun segfault under certain conditions.

A typo in configure.ac was causing build problems on some distros.
