Reply to Messages with Attachments

Is it possible to set the reply sub-command or, more desirably, to define a
reply sub-command to reply to a message which includes one or more attachments
by including the marked body of the message without including the
attachment(s)?  Alternatively, is it possible to set or define a reply
sub-command to include attachments of the original message as attachments to
the reply?  TIA.
