Except for Flag, they're added by default to all mails already.  The docs
show
the config for this, and I'll put it below with the change for Flag:

add_header all Flag _YESNOCAPS_
add_header all Status _YESNO_, score=_SCORE_ required=_REQD_ tests=_TESTS_
autolearn=_AUTOLEARN_ version=_VERSION_
add_header all Level _STARS(*)_

Headers are always added.  report_safe changes whether or not the mail is
encapsulated (0 vs 1/2) and how (1 vs 2).

It's worth noting that the documentation and SA config work for using
SA only.  If you're using a third party tool, they could change any or
all of it, depending on how they use SA.  For instance, the usual problem
when people complain about "I can't add/change the X-Spam headers in
mails" is that they're using a third-party utility which does the markup
instead of SA, therefore SA's header markup config is useless.
